COMMISSION OF KENYA ANNIVERSARY TOWERS NAIROBI
Dear, Sir,
RE: ADDITIONAL
CONSTITUENCY IN MANDERA DISTRICT
Following
your announcement that 22 additional constituencies will be created, I wish to
register with you my sentiments concerning the above,
I believe that Mandera is a right candidate for an
additional constituency in North-Eastern province. This is due to its physical
size, demographic pattern,
Developmental and community needs and interests.
The demographic character of the district is such that
there are three major communities dominated in Mandera District Viz, the Gareh,
the Degodia and the Muraleh. Following the 1989 census the Gareh are the leading
in population very closely followed by the Degodia and the Muraleh being a
distant third. It is a fact that voting and indeed politics in the district is
clan based. But contrary to expectations and due to the prevailing political and
other developmental considerations, the Degodia who are the second largest
community and occupy over 30% of the land mass of the district are unrepresented
Politically
.It is my view that this has not augured well for the
tranquility and peace of the district. Furthermore, this has led to this areas
lagging behind in developmental spheres.
I would
therefore propose that this community (which is not the one I belong to)
considered and given a constituency. The proposed constituency should be curved
from the current Mandera Central and Mandera West constituencies and would
roughly cover the areas inhabited almost exclusively by he said Degodia
community, Viz the divisions of Ashabito, Rhamu Dimtu,
and Rhamu
I appeal to you therefore to grant us the said
constituency. I remain Sir,
Yours
Faithfully
HON A. M. NOOR”
